OpenAI’s new October 2025 Threat Report lands with a clear message: malicious actors are experimenting with AI, but mostly to speed up old tricks, not invent new ones. Since beginning public threat reporting in February 2024, OpenAI says it has disrupted and reported 40+ networks abusing its services, and it continues to ban accounts and share findings with partners when activity crosses policy lines. The post accompanying the report went live on October 7, 2025 (India time: Oct 8). 


What the investigators are seeing


The company’s analysts say threat groups are bolting AI onto existing playbooks—from phishing kits to influence ops—to move faster or write cleaner lures, rather than unlocking novel offensive capabilities. In practice, that often looks like using ChatGPT to plan or draft content, then switching to other models and tools for execution. Some actors even try to mask AI fingerprints by instructing models to avoid tell-tale punctuation patterns. Despite the experimentation, OpenAI and outside reporting characterize the overall impact as limited so far. 


Enforcement actions this cycle


OpenAI says it took action against accounts linked to state-aligned and criminal activity during the quarter. Notably, the company banned several China-linked accounts that asked ChatGPT for proposals to support social-media surveillance—a direct violation of OpenAI’s national-security policy. The report and press coverage also reference Russian-speaking criminal groups using AI to streamline malware and phishing workflows. 


How OpenAI responds


Beyond takedowns, the company’s playbook pairs policy enforcement with public reporting and information-sharing. In the October update, OpenAI reiterates that when investigators detect misuse, they ban accounts and share insights with partners where appropriate—one of the few practical levers platforms have to raise the cost of abuse across the wider ecosystem.

The strategic takeaway is less sensational than “AI super-weapons,” but more actionable: compute, content, and coordination remain the binding constraints for bad actors, and AI mostly compresses time within familiar workflows. For defenders, that underscores the value of usage-policy guardrails, cross-platform collaboration, and transparent threat intel so others can tune detections before tactics scale. As one reporter put it, this is “evolution, not revolution”—but evolution can move quickly. 


Bottom line: OpenAI’s October report shows steady pressure on abuse—more banned networks, ongoing account enforcement, and clearer telemetry on how threat actors actually use AI today. That playbook doesn’t eliminate risk, but it helps the rest of the internet prepare for what’s next.
